Abstract

Timor Leste has experienced flooding in 2020 and 2021. The purpose of study to establish a sustainable flood management prevention system framework in Dili, based on hydrology analysis and perception of stakeholder survey. The research has located in the Dili specific in the Comoro, Maloa, Kuluhun/Lahaneand Becora/Taibesi watersheds. The flood discharge and water level maximum have determined using hydrology model. Perception input using questionnaire survey to the Government, Practitioners and Academic. Flood discharge of 50,100 and 500 return periods, cause flooding in downstream of four rivers with maximum water level at 3 to 10 meters. Based on the survey, major of respondent has recommended to apply the combination structural and non-structural method for flooding prevention. The flood management prevention system using the sustainability aspect such social economic, environment, natural resource and infrastructure. The sustainable flood management prevention system framework can use as a guideline to define the specific implementation strategic.
